-AA+A
Tuesday, July 9, 2013
THE Department of Education-Cordillera Administrative Region (DepEd-CAR) will conduct massive Regional Literacy Mapping (RLM) to survey all indigenous peoples (IP) and non-IP learners, out-of-school youths (OSYs) and adults in all the barangays of the region.
In a regional memorandum issued by DepEd-CAR Regional Director Ellen B. Donato, the RLM is a locally initiated project that aims to support the attainment of universalization of the Basic Education and the objectives of the Education For All (EFA) and will involve the participation of all barangay officials to assist in the conduct of the mapping.
Other objectives of the activity are: to establish census of all in school learners, OSYs and adults including senior citizen groups, IPs, street children, and persons with disabilities to guarantee their enrollment in the formal education or in the Alternative Learning System (ALS); to determine appropriate/relevant DepEd programs and projects or alternative delivery modes for the different group of learners and to establish regional repository of data and information needed for policy formulation and preparation of the Regional Educational Development Plan (REDP).
The RLM which will be massively conducted in the months of June to September of this year in all barangays in the region, will be done by selected formal teachers, ALS mobile teachers and district ALS coordinators.
The literacy mapping will be done every Saturdays, Sundays, holidays or it could also be done after office or class hours.
All DepEd officials who will be involved in the said endeavor shall be given Compensatory Time-Off or Compensatory Overtime Credit for 15 days.
The RLM survey forms were finalized by members of the Regional RLM Technical Working Group that included representatives from DepEd, National Economic and Development Authority, Department of Interior and Local Government, Department of Social Welfare and Development, National Commission on Indigenous People, National Statistic Office, state universities and colleges and Philippine Information Agency.

Anatomy of opening of classes in public basic education in the Philippines

On Monday, June 03, 2013, once again, teachers and learners in public schools nationwide will troop to their respective schools. Parents of nursery, kindergarten and grade one learners as well as first year high school students will accompany their children to school. Certainly, school campuses will swell beyond the normal levels. Big and small school campuses alike will become seas if not oceans of humanity. Policemen will be deployed to provide security in vicinities of learning centers and educational institutions of basic education.
Will there be outright classes on Monday? First Year or Grade 7 students in the secondary level who will go to their respective schools for the first or second time may find it difficult to locate their classrooms. Firstly, the students will have to see the bulletin boards where their names, class sections, teacher class-advisers, buildings, room numbers and class schedules were published. They’ll need ample time to familiarize themselves in the school campus to be able to know the different buildings where they’ll attend their classes.
On Monday, classes will out rightly start in smaller schools because of ease and facility to organize classes. However, in heavily populated and bigger schools classes may not start immediately because of difficulty of students to locate their classrooms. There will be much moving of students here and there in search of their homerooms where they will meet with their teacher-advisers.
Similarly, teachers will all be required to report to work on Monday with the initial time in and out for the beginning of the school year. Teacher-advisers whose teaching loads and schedules have been fixed will be expected in “actions with students in their respective homerooms.”
However, teachers without class-advisory loads need to confer with their department heads or immediate superiors regarding teaching loads. Or simply wait for their respective head teachers to give them the loads. However, to avoid being offended by their heads, teachers have to hang-on in the campus while wait for further instructions.
June 03, will also be a day of rectifications and coming up with contingency measures. Changes may be necessary in the teaching schedules, room assignments, provisions of chairs/additional chairs and teacher’s table in every classroom. Also, it will be the first day of “classroom cleaning operations” with students as cleaning machines under the supervision of the teacher-advisers.
Considering the activities expected to be done on Monday, June 03 will be a busy day for all schools of basic education anywhere in the Philippines.
Old and new learners alike must be thankful for such opportunities of going back to as well as going to schools respectively to continue carving-out their future. Each of them must take good care of this opportunity because it will be one's own future.

Environmental Education: A Vital Component of Environmental Awareness Towards Sustainable Development
By Liwayway Memije-Cruz
"Those who contemplate the beauty of the earth find reserves of strength that will endure as long as life lasts." - Rachel Carson
Indeed, environmental education plays the key role in putting into action what Tbilisi, United Nation Conference on Environment and Development, Earth Summit and Agenda 21 had endorsed with regards to environmental education ethics. This is from the standpoint of the individual to the whole international community whatever their age, geographical position, cultural background or intellectual group. According to them a new awareness of the complex and dynamic interrelationship between man and his total environment had to be recognized. One of the primary aims of environmental education as endorsed by the Tbilisi Conference was to enable people to understand the complex nature of environmental issues arising out of biological interaction. The individual and the community had to be provided with the means of interpreting the independence of these various elements in space and time so as to promote a better use of resources. A key concept relates to the view that fostering responsible and effective participation concerning the quality of natural, social, and cultural environment is basic to improvement. To this end, education’s role should center on the dissemination of information on development methods likely to maintain and enhance a harmonious relationship with the environment. In short, EE has to contribute to the advancement of knowledge and the acquisition of attitudes and skills required for the preservation and improvement of the quality of environment.
For a long time the solution to environmental problems was perceived to be the replenishment of the resources that were being depleted, for example, deforested areas required reforestation programs. There is now-growing recognition that long-term solutions to environmental problems need to be directed towards changing behavior. The complexity of some environmental problems and the inability of people to solve them also challenge the traditional view. Problems such as the depletion of the ozone layer and the greenhouse effect, caused by excessive carbon emissions, cannot be resolved using the traditional approach.
There is also greater acknowledgement of the need to change our consumption habits. The world’s resources cannot meet the demands of the world population where consumption levels are on the rise and developing countries follow the pattern set by people in the developed countries. And even if this were possible it would still be impossible to provide for future generations with similar demands.
The world wide environmental crisis affects every member of our species. No single individual, group or nation, regardless of our economic status or privileged political position can escape the global consequences of these overarching new environmental realities. Their impacts will continue to be felt by every human being and by every other species with which we share this planet. We are now into climate change which is greatly affecting the air, land and water including animals, plants and we humans.
As we welcome the next few years of the millennium there is no doubt that our lives would be more relevant if we will be able to live in harmony with the massive changes taking place around us and fully reflect today’s new realities. We all have to work hand in hand in saving our planet not only for today… for us but for the future generations who will be inheriting this place we all live in.

How many college graduates end up successful is a question of debates. What must be the rootcause of this failures. Taking a look at the system of education in the college level of each college or university, there is a repetitive subjects which should end up in the highschool era. I just wondered why it wasnt given a look by proper authorities. If you are taking an engineering course, subjects about filipino, history and literature should be abolished in the engineering course. Those subjects had long been taken in elementary n highschool days. Many students cant concentrate on their courses specifically their majors because this subjects take most of their times which should be focused on their distinctive courses. And mostly these non essential subjects are the ones that requires so many requirements from students. These are waste of money and time upon which students in college should give much attention to their chosen course which they will use in their future jobs. English and math should be the only subjects retained in college. Other foreign language should be a must for students to learn. Until they got their jobs, they wont know where they will land their jobs. There should be a change in the subject curriculum on each courses. If the students can concentrate more on their chosen courses, then a better if not the best graduates can be produce yearly.

The teacher as a human being:
  1. Continuously grows not in height and in size but in knowledge, skills, attitudes, competence and wisdom.
  2. Listens to any kind of ideas from all directions. There are teachers who have Good Listening Attitudes (GLA). Similarly, there are teachers who have Bad Listening Attitudes (BLA). Likewise, there are teachers who have No Listening Attitude (NLA). And lastly, there are teachers who have No Attitudes (NA).
  3. Teacher is a respectable and dignified person with no dignified salary.
Operationally, the Filipino public school teacher is:
  1. An employee of the Philippines Government. As an employee, teacher is responsible and accountable for the performance and non-performance of his/her job.
  2. Implements vision, mission, goals and objectives of Philippine Education.
  3. Developer of Human Resources of the nation for development , progress and prosperity.
  4. Moulder of today’s youth;
The Portfolio of a Filipino public school teacher:
  1. It is a comprehensive record of a teacher’s Performance in accordance with a Competency Based-Performance Appraisal System for Teachers (CB-PAST) and Teacher’s Individual Plan for Professional Development (IPPD) for a particular School Year.
  2. It is a compilation of relevant evidences of accomplishments pursuant to a CB-PAST and IPPD for a particular School Year.
  3. It is an official set of documents of a teacher’s Performance for a particular School Year.
The Performance of a Filipino public school teacher:
1. It is a consideration for a job well done.
2. It is a token in recognition of conscious and deliberate efforts.
3. It is a reflection of a teacher’s personality.
4. It is the gauge/measure of a teacher’s ability and competence.
5. Performance is what the Teacher is.
Some ideas herein presented may also be true to other teachers anywhere in the world.

Now on its 2nd year, the newly implemented K-12 education program commenced by the Department of Education proved to be a fluke as it didn't have enough funding from the government.
Teachers from different parts of the Philippines have ample complaints about the implementation of the system because due to the insufficient fundings, first grade teachers now have to teach kindergarten pupils who were supposed to have their own volunteer during the program's first year. Today, first grade teachers had to allocate their afternoon schedules teaching kindergarten, which in return, might also affect the quality of education being offered to Grade 1 students since this level is the primary working load of the aforementioned teachers.
Furthermore, educators double their workload for the same compensation amount which I think is somewhat very discouraging of the Philippines' government system. Why did they have to implement such program when they didn't have much to fund it with?
The program rendered useless now that it has slowly degraded itself to a unsatisfactory method in teaching. Not enough classrooms. Not enough teachers. Not enough pay.
The K-12 Education program is run by nothing but guts and pride. To show other countries the huge step the Philippine education system has taken. To show the Filipino people the fraud economic milestone the country is said to be experiencing. But the truth is, there's nothing. Nothing that the Philippine Education System should be proud of having this kind of system. Nothing that the Filipino people should be proud of their government either.
